On April 3, 2012 the voters of Cass County approved a county 9-1-1 sales tax.
On April 23, 2012 the Cass County Commission appointed the initial members of the board to administer the funds and oversee the provision of 9-1-1 services in the county.
On April 2, 2013, the first election of ESB board members was held. Due to the technical nature of the positions held and the need to have knowledge of the delivery of emergency services and communications, members of the initial board were required to represent the fire protection districts, ambulance districts, sheriff’s office, municipalities, and other emergency services, and the general public.
Now, every odd calendar year following, half of the board membership is up for re-election to four year terms. Often, they are individuals associated with the disciplines previously described. However, there are general public members as well. Presently, the board consists of a chair (at large) and three members from the Northern District of Cass County and three from the Southern District of Cass County, which mirrors the district borders of Cass County Commissioners.
